What is FSSC 22000?

FSSC 22000 is a complete, GFSI-recognized food safety certification scheme for the whole supply chain, from primary processors and manufacturers to packaging, storage, transport and animal feed. The initials stand for Food Safety System Certification. What makes it different from a standalone standard is how it is built: it takes the international management-system standard ISO 22000, adds the relevant sector-specific prerequisite programmes (the ISO/TS 22002 series, such as 22002-1 for food manufacturing or 22002-4 for packaging), and layers on a set of FSSC additional requirements. Together those three parts form one auditable scheme.

Because it is anchored in ISO 22000, FSSC 22000 speaks the same language as ISO 9001 and other ISO management systems. That means the Plan-Do-Check-Act cycle, management responsibility, risk-based thinking and continual improvement are woven through it rather than bolted on. If your organization already runs on ISO systems, or plans to, FSSC 22000 tends to feel like a natural fit. It is owned and maintained by the FSSC Foundation, and it is recognized by the Global Food Safety Initiative, so a certificate is accepted by retailers and brand owners around the world.

Who needs FSSC 22000?

FSSC 22000 suits food and feed businesses that want a management-system-led approach to food safety and broad recognition across international markets. It is especially common where a customer or corporate group has standardized on ISO-style systems. Typical candidates include:

  • Food and beverage manufacturers and processors of perishable and shelf-stable products
  • Food packaging producers and converters supplying the industry
  • Animal feed and pet food manufacturers
  • Storage, warehousing and transport providers in the cold and ambient chain

What FSSC 22000 requires

At its heart, FSSC 22000 asks you to run a documented food safety management system that identifies hazards, controls them, and proves it is working. Because the scheme is built on ISO 22000 plus prerequisite programmes, the requirements group into a few clear themes:

  • A food safety management system with defined scope, policy, objectives and top-management commitment
  • A working HACCP plan built on Codex principles, with hazard analysis, critical control points, critical limits, monitoring and corrective action
  • Prerequisite programmes appropriate to your sector, covering the basics such as facility and equipment hygiene, pest control, cleaning, personnel practices and utilities
  • FSSC additional requirements, including management of services and purchased materials, product labeling, food defense, food fraud mitigation, allergen management, environmental monitoring and a food safety culture
  • Traceability and recall systems that can be tested and shown to work
  • Verification and continual improvement through internal audits, management review, corrective and preventive action, and monitoring of results

Certification is granted by an accredited certification body after a two-stage initial audit, followed by annual surveillance audits and a full recertification in the third year. Unannounced audit options are available within the scheme, and some customers ask for them.
