Why packaging companies need a GFSI certificate
The Global Food Safety Initiative (GFSI) does not certify anyone. It benchmarks certification schemes, and retailers then accept any GFSI-recognized scheme in place of running their own audits. That is what makes a GFSI certificate valuable: one certificate, accepted broadly.
Food brands and retailers have progressively pushed those requirements down to their packaging suppliers, and for good reason — packaging is a genuine food-safety control point. Migration from inks, coatings and adhesives, foreign-body contamination from the packaging line, allergen carry-over, and defects that compromise a seal or a barrier all originate with the packaging supplier, not the food processor.
The complication is that the GFSI schemes were written with food processing in mind. Applied naively to a printing plant, a carton converter or an injection moulder, they generate requirements that make little sense — and implementations that import controls designed for a wet processing environment into a dry manufacturing one. That is the problem this work solves.
Which scheme is right for a packaging operation
Several GFSI-recognized schemes have packaging-specific standards or scopes:
- BRCGS Packaging Materials — the most widely adopted packaging-specific standard, and often the default where a UK or European retailer is involved. It grades performance rather than issuing a simple pass, which matters commercially.
- FSSC 22000 — built on ISO 22000 with a packaging-specific prerequisite programme (based on ISO/TS 22002-4). A strong choice if you already run ISO management systems, since it integrates cleanly with ISO 9001 and ISO 14001.
- SQF — with a packaging manufacturing scope; frequently encountered with North American retailers.
- IFS PACsecure — the packaging standard in the IFS family, common where German and continental European customers are involved.
The choice should be driven by who your customers are, not by which standard is easiest. A supplier to UK retail is usually pushed toward BRCGS; a supplier to a large North American food manufacturer may find SQF or FSSC 22000 more readily accepted; an ISO-mature organization often gets the best value from FSSC 22000.
We start every engagement by asking which certificates your customers actually name, because certifying to the wrong scheme is an expensive way to learn this.
What the schemes require of a packaging plant
Whichever scheme you choose, the substance is broadly consistent:
- A hazard analysis appropriate to packaging — HACCP principles applied to migration, contamination and functional failure rather than to microbial growth in food
- Product safety and legality — food-contact compliance for your substrates, inks, coatings and adhesives, which for paper and board means FDA 21 CFR 176 in the US and equivalent regimes elsewhere
- Prerequisite programmes — hygiene, pest control, maintenance, cleaning, adapted to a manufacturing environment
- Foreign-body control — the dominant contamination risk in packaging: metal, glass, hard plastic, wood, and in printing operations, ink and solvent
- Site standards — layout, product flow, segregation, fabrication and housekeeping
- Supplier approval for substrates, inks, coatings, adhesives and outsourced processes
- Traceability — forward and backward, with recall capability tested rather than described
- Change control, particularly for formulation and supplier changes affecting food-contact status
- Cleaning validation where product changeovers create carry-over risk, including allergen and non-food-grade work
- Training and competence, and a food-safety culture requirement in the current scheme versions
- Internal audit and management review
The most frequent genuine risk in packaging plants is the one that gets least attention: running food-contact and non-food-contact work on the same equipment without validated changeover control.
Why get certified
Customer requirement. This is the dominant reason. Food brands and retailers increasingly will not qualify an uncertified packaging supplier, so the certificate is a condition of quoting rather than an advantage.
Audit consolidation. Before GFSI recognition became the norm, packaging suppliers absorbed individual audits from every customer. One recognized certificate replaces most of that, which for a plant hosting a stream of customer visits is a material saving in disruption as much as cost.
Grade matters commercially. BRCGS in particular grades your performance, and buyers read the grade. There is a real commercial difference between the top grade and a marginal pass, which is why we aim at a strong grade rather than at bare certification.
Defect reduction. The disciplines that satisfy the schemes — foreign-body control, changeover validation, traceability — also reduce customer complaints and rejected batches. Clients frequently find the quality benefit is more valuable than they expected.
