AISC 207-16 Standard for Certification released in 2017. This new publication supersedes the Standard for Steel Building Structures (AISC 201-06), Standard for Bridge and Highway Metal Component Manufacturers (AISC 204-08), Standard for Steel Bridges (AISC 205-11) and Standard for Structural Steel Erectors (AISC 206-13).
The purpose of AISC 207-16 Certification Standard is to confirm to owners, the design community, the construction industry, and public officials that those who adhere to the requirements in this Standard have the personnel, organization, experience, documented procedures, knowledge, equipment and commitment to:
- Produce fabricated steel to the quality required for structural steel buildings and other structures, or;
- Produce components to the quality required for bridge and highway construction, or;
- Produce fabricated steel to the quality required for steel highway or railroad bridge construction, or;
- Erect fabricated steel to the quality required for structural steel buildings and other structures, steel highway or railroad bridge construction.
This AISC 207-16 standards has 19 elements as basic system requirements for the steel construction Industry. Further requirements with some common features are included in the following chapters:
- Building fabricator requirements
- Metal component manufacturer requirements
- Bridge fabricator requirements
- Supplemental requirements for fabricators of intermediate bridges
- Supplemental requirements for fabricators of advanced bridges
- Supplemental requirements for fabricators of fracture-critical members
- Erector requirements
The application for AISC 207-16 certification process involves:
- Submission of required Documented Procedures by Steel Construction Fabricators
- Additional 1 procedure by Metal Fabricators
- 7 additional procedures for Fracture Critical Endorsement
- 13 additional procedures for Fabrication of Hydraulic Steel Structures
- 12 additional procedures for Bridge Fabrication and Manufacturers
The above referred documented procedures are in addition to general documentation which covers management policies, responsibilities, and a few other documentations.
One of the critical requirements of the AISC 207-16 standard for certification requirements is the development of Quality Manual. Several documented procedures are required to prepare for AISC 207-16 certification effectively Unless document simplification techniques are fully applied in developing a Quality Management System to show the evidence to meet the AISC 207-16 Standard requirements, it will be difficult to effectively implement the Steel Construction Standards.
Additional requirements such as purchasing, corrective action, training, internal audit, erection plan, safety plan, and other project-specific requirements are fully detailed in AISC 207-16 Certification standard.
Who should get AISC 207-16 Certification?
The steel construction organizations involved in Steel Building Structures, Bridge and Highway Metal Component Manufacturers, Steel Bridges, and Structural Steel Erectors who perform the following activities:
- Produce components to the quality required for bridge and highway construction, or;
- Produce fabricated steel to the quality required for steel highway or railroad bridge construction, or;
- Erect fabricated steel to the quality required for structural steel buildings and other structures, steel highway or railroad bridge construction.

Any facility desirous of assuring customers about their AISC 207-16 standard disciplines in all steel construction related activities to avoid excessive errors during construction.
Any facility desirous of having interests of all stake holders covered in their system and has adequate provisions for mitigating risks in their construction and erection processes must get AISC 207-16.
Any facility desirous of having a strong marketing tool to showcase their consistent capabilities during construction and erection process must achieve AISC 207-16 certification.
Any facility desirous to have disciplines in place to periodically review CQMS effectiveness for effective implementation related nonconformities, customer complaints, corrective actions, preventive actions, supplier performance, internal auditing and employee competence.
Any facility whose management desires to have one single comprehensive CQMS through which management can build teamwork, review progress, measure, monitor, make corrections and give impetus for continual improvement must get AISC 207-16 Certification.
Process for Getting AISC 207-16 Certification
- Process AISC 207-16 certification starts with preparation of Construction Quality Management System (CQMS)
- AISC 207-16 Consultants assist in developing a comprehensive, CQMS to meet all requirements of AISC 207-16 and Third-Party AISCC Certification Body stage 1 audit requirements. The stage 1 audit from AISC is to review CQMS for compliance with AISC 207-16. This process is also termed as Pre-Audit.
- An AISC 207-16 consulting firm provides the techniques for implementation, and trains organization’s internal auditors to become competent to perform internal audits or provides AISC 207 Internal AuditingServices to audit all processes, all AISC 207-16 Standard requirements and effective implementation of AISC 207-16 Standard
- Facilities need to initiate corrective actions and continual improvement is realized through control of nonconforming products/services.
- Facilities need to implement the prepared CQMS for a minimum of 3 months and gather adequate data and record to show as evidence
- Managements of the facilities need to conduct one full scale review of the entire CQMS and ensure its adequacy for their organization. Management Team needs to identify Action items to make corrections to any AISC 207-16 certification requirement not being fulfilled
- Once CQMS is ready, Internal audit is performed and one full set of Management review takes place, the facility needs to contact AICC for certification audit
- Reputed qualified and competent consultants and auditors conduct audit on AISC 207-16 for compliance
- Once the Facility passes AISC 207-16 compliance audit successfully the auditing agency AICC issues compliance certificate to AISC 207.
- Compliance certificate to AISC 207-16 may avoid regulatory audit from Government agencies.
AISC 207-16 Consulting, Auditing and Training Services from QSE
Quality Management Consultants can prepare your facilities to have a Construction Quality Management System (CQMS) and associated documents/records to show as evidence of having implemented the system.
Each facility needs to prepare documentation to show as evidence of having a streamlined process that ensure quality product or service every time without fail.
It is acceptable that no facility/company likes to produce a bad quality product or service but without an established quality management system it is difficult to control inadvertent mistakes and willful negligence on part of those performing the tasks.
It is therefore necessary to build a robust system which compels task performers to have defined roles, responsibilities, procedures and controls to ensure quality.
In addition to having a system, the same is to be audited periodically to ensure that designed systems are being followed and controls are being exercised. This mandated by the standard.
The audits performed by a team within the facility is called 1st Party Audit. Audits performed by consultant firms like Quality Systems Enhancement is known as a second party audit. Audit conducted by Certification Body is known as 3rd party audit.
3rd Party audit is conducted by American Institute of Steel Construction (AISC) which is the accredited authority to perform certification audits and issue AISC 207-16 Certificate.
Why is Consulting Required for Construction Quality Management Systems?
- All facilities engaged in the activities of Steel Construction requires development of Construction Quality Management System (CQMS) to submit to AISC for approval prior to AISC 207-16 Certification Audit.
- CQMS can assure customers that the facility has a robust system and can fabricate quality products and provide quality erection services.
