Standard for Telecommunications | TL 9000:2016
TL 9000:2016 is an international standard for governing the quality management requirements for Design, Development, Manufacturing, Installation and service of telecommunication equipment. The standard includes requirements of both hardware and software used in telecommunications. A handbook Covering the requirements of new standard TL 9000:2016 has been published by the Integrated Global Quality (IGQ) Working Group. This will be the first industry specific standard published which incorporates ISO 9001:2015. The TL 9000:2016 (R6) Requirements Handbook will be effective September 2016.

TL 9000:2016 (Requirements Hand Book R6), the current revision of the standard, was published in July 2016. It became effective on September 15, 2016, this replaces the previous release, RHB R5.5, as of September 15, 2018, RHB R6.0 inherits the significant changes made in ISO 9001:2015, including the common ten-section structure and wording provided by Annex SL.
Annex SL, TL 9000:2016 explains the compatibility with other management system standards, such as ISO 14001, ISO 45001 and ISO/IEC 27001. With this revised version of TL 9000 it has become easier to have an integrated management system.

The current revision of the Measurements Handbook (which evolves independently of the Requirements Handbook) is MHB R6 Copies of both Handbooks, along with a wealth of TL 9000 resources, are available at TL9000.org
One of the major changes from previous handbook version 5.5 is the inclusion of
Incident Restore Rate (IRR).
The IRR measurement applies to just five Product Categories:
- 3.2 Network Operations Center
- 1 Voice
- 2 Wireless
- 5 Internet Access
- 8 Video Broadcast Services.

Software fix quality (SFQ)
SFQ is the measure of the ability of the facility to remove bugs in the software supplied. The measurement is by application of simple percentage method. It is the percentage of out of the Bugs reported to Bugs removed within a month
this may lead to miscalculation if there are Zero bugs fixed. Therefore, a normalized system is now used to measure actual fixes in a month to the reported fixes in that month

Writers of TL 9000 standard have decided that NYR is not adding any value to the organizations

The audits performed by a team from within the organization are called 1st Party Audits. All Certification Bodies for TL 9000 are accredited through an international Accreditation Forum (IAF) through Multilateral Agreements (MLA). If a Certification Body is accredited by more than one of TIA-BPC’s authorized ABs, then a TL 9000 registration must also choose the Accreditation Body and enter the name on the TL 9000 registration profile. A 3rd party audit is conducted by Accredited Certification Bodies who are signatories to IAF and MLA affiliated with ISO.

TL 9000 is a standard aligned with ISO 9001:2015 standard and has the same 10 element high level structure but there is no pre-requirement to have ISO 9001Certification
No, there is pre-requirement to seek quest forum member ship before getting TL 9000 certified. Facilities can independently seek TL 9000 registration irrespective of any member ship. Any certification will require a minimum of 6 months’ time. Third party registering agencies need to at least 3 months recorded data to see if the implementation if full and complete before they can grant registration. With cooperation from all agencies it may be possible to reduce some time.
